International Cooperation

Taking into account, mainly, the needs to ensure national interests, Ukraine takes all necessary actions to develop international cooperation in the spheres of energy efficiency and renewable energy. They are, first of all, meeting the obligations under membership of Ukraine in the UN European Economic Commission, Energy Community and within accession of Ukraine into the Energy Charter Agreement. Considering the tendencies of globalization of world economy Ukraine directs its activity, first of all, towards progressive integrations of Ukraine into European and Trans-Atlantic communities to enter the European economic environment. The main tasks of this direction could be, first of all, an establishment of relations with the European Union.

Based on the abovementioned it is worth to noting that the State Agency of Ukraine for Energy Efficiency and Energy Saving, within its competence, was assigned as the central executive authority to be in charge of meeting the obligations of the country, within its membership in the Energy Community, in particular, for:

  • Drafting of the National Energy Efficiency Action Plan until 2020 and the National Renewable Energy Action Plan until 2020;
  • Drafting of the Action Plans concerning transposition of European Directives in the areas of energy efficiency and development of renewable energy;
  • Drafting of the regulations in the abovementioned areas.

The Agency contributes to active representation of Ukraine worldwide as a whole. For instance, the representatives of the State Agency of Ukraine for Energy Efficiency and Energy Saving take part in meetings of more than 25 inter-governmental commissions being held in Ukraine and abroad. Additionally, the State Agency of Ukraine for Energy Efficiency and Energy Saving, upon request of the Government, is making efforts to enable Ukraine to access into the International Renewable Energy Agency (IRENA). Cooperation with the CIS countries is also dynamic.

The competence of the Agency includes preparation of lines of credit, signing and implementation of memoranda, experience exchange and advocacy, among foreign countries, of positive image of Ukraine with regard to implementation of policy in the areas of energy efficiency and renewable energy.

To promote energy efficiency and renewable energy development in Ukraine the State Agency on Energy Efficiency and Energy Saving of Ukraine drafted and signed the following agreements:

  • Agreement between the State Agency of Ukraine for Energy Efficiency and Energy Saving and the Chinese Export and Credit Insurance Corporation (SINOSURE);
  • Memorandum of Understanding in the areas of energy efficiency and renewable energy between the State Agency of Ukraine for Energy Efficiency and Energy Saving and the National Energy Saving Agency of the Republic of Poland;
  • Protocol of Intentions between the Technical Assistance Project under INOGATE Programme “INOGATE Technical Secretariat and the Comprehensive Programme to Support Energy Goals of the Baku Initiative and Eastern Partnership” and the State Agency of Ukraine for Energy Efficiency and Energy Saving;
  • Agreement on Cooperation in energy efficiency between the German Energy Agency “Dena GmbH”, the State Agency of Ukraine for Energy Efficiency and Energy Saving and the Ukrainian Union of Manufacturers and Entrepreneurs;
  • Road Map for Ukraine and EU Cooperation in the area of improvement of energy efficiency, usage of alternative energy sources and combatting the climate change between the State Agency of Ukraine for Energy Efficiency and Energy Saving and the European Commission;
  • Memorandum of Understanding between the State Agency of Ukraine for Energy Efficiency, National Space Agency of Ukraine,  “Mitsubishi Heavy Industries” LLC and Sumitomo Corporation;
  • Memorandum of Understanding between the State Agency of Ukraine for Energy Efficiency and Energy Saving and the Korean Development Institute concerning the Joint Consultative Programme “Achieving Energy Efficiency and Introduction of Perspective Technologies to Use Alternative and Renewable Energy”;
  • Memorandum on Cooperation in the area of energy efficiency and renewable energy sources between the State Agency of Ukraine for Energy Efficiency and Energy Saving and the French Environment and Energy Management Agency;
  • Memorandum of Understanding between the State Agency of Ukraine for Energy Efficiency and Energy Saving and Centre of Renewable Energy Sources of Greece (CRES);
  • Memorandum of Understanding in the areas of energy efficiency and renewable energy sources between the State Agency of Ukraine for Energy Efficiency and Energy Saving and the Energy Agency of Austria;
  • Memorandum of Understanding in energy saving between the State Agency of Ukraine for Energy Efficiency and Energy Saving and the Swedish Energy Agency;
  • Framework Agreement between the Government of Ukraine and Nordic Ecological Financial Corporation (NEFCO).
