Energy efficiency has to become an integral component of Ukraine's recovery

This difficult time has given impetus to realize the strategic importance of efficient use of traditional energy resources and renewable energy sources development to ensure the state sovereignty of both Ukraine and the EU.

Therefore, from the first days of the Russian aggression, the State Agency on Energy Efficiency has identified one of the main tasks - to ensure everything necessary for energy efficiency to become an integral component of Ukraine’s reconstruction.

In its proposals submitted to the plan for recovery and further sustainable development of the country, the Agency considers it necessary to:

● introduce the obligation to comply with the principle of "Energy efficiency first" in the process of recovery and further development of all economy sectors;

● implement a number of initiatives to stimulate decarbonisation of the economy and "green" businesses development;

● intensify energy security in the regions and "green" energy development.

The implementation of energy efficiency policies, renewable energy development, including hydrogen and biomethane, and decarbonisation are mandatory components of the European integration process and have been identified by the European Commission in the REPowerEU plan as priority steps to reduce dependence on Russian fossil fuels.

Therefore, without wasting time, the State Agency on Energy Efficiency has been actively working to create an appropriate regulatory framework, in particular for the implementation of the Law of Ukraine "On Energy Efficiency".

There have already been prepared draft acts on certification of energy and / or environmental management systems of economic entities accreditation of energy auditors; list of energy performance contracting companies, potential objects for energy performance contracting; calculation of the target indicator of annual energy consumption reduction; ecodesign and energy labeling of energy consumer products, etc.

The following tasks are being carried out on a regular basis, namely: independent monitoring of energy certificates; monitoring the implementation of heat energy and water commercial accounting; calculating the weighted average tariffs for thermal energy produced from natural gas for public institutions and the population, its transportation and supply; analyzing information on the indicative role of authorities in increasing energy efficiency level of buildings.

Besides we have been working on the implementation of the National Energy Efficiency Action Plan until 2030, the finalization of the draft National Renewable Energy Action Plan until 2030; establishing cooperation with international partners, including support the restoration of damaged humanitarian infrastructure; elaboration of the European Commission's questionnaire for obtaining the status of candidate for EU membership; systematization of information about implemented and potential investment projects and much more.
