The State Agency on Energy Efficiency and Energy Saving of Ukraine is actively working on developing a regulatory framework for the systematic implementation of state energy efficiency policy in UkraineCreated date
29 09 2022It was announced by the Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine Valerii Bezus to the participants of the meeting of the Working Group on the Implementation of the Law of Ukraine "On Energy Efficiency", which was chaired by Yuliia Pidkomorna - Deputy Minister of Energy of Ukraine.
"The working group, established by the order of the Minister of Energy of Ukraine, is aimed at the high-quality and productive organization of the law implementation," Yuliia Pidkomorna reported.
Valerii Bezus, in his turn, outlined the state of developing a number of by-laws for realizing the Law of Ukraine "On Energy Efficiency".
"The State Agency on Energy Efficiency and Energy Saving of Ukraine has been doing a systematic work on the implementation of this law. The National Energy Efficiency Action Plan of Ukraine for the period up to 2030 has been adopted and is being implemented. Currently, we are preparing more than 20 regulatory and legal by-laws. We also cooperate with international partners, attracting expert support," said Valerii Bezus.
The new draft acts concern creating conditions for the implementation and development of:
- energy audit and energy management systems;
- "green" purchases;
- National energy efficiency monitoring system;
- Energy Performance Contracting to attract investments into energy efficiency projects in public buildings;
- eco-design and energy labeling for energy-consuming products;
- local energy planning;
- increasing the energy efficiency of the final energy consumption with the establishment of a target indicator of the annual energy consumption reduction;
- state target programs for improving energy efficiency in various sectors of the economy, etc.
In the near future, draft resolutions of the Cabinet of Ministers of Ukraine regarding the approval of the Procedure for providing information on the certification of energy and/or environmental management systems of business entities, as well as the Procedure for exchanging information between the State Energy Efficiency Agency and qualification organizations will be submitted to the Government for consideration.
"At the same time, I draw attention to the fact that the potential of the law is much wider. And we plan to discuss the possibility of developing a number of state programs on energy efficiency throughout the entire cycle of energy production, transportation and consumption," Valerii Bezus noted.
The Working Group also consists of representatives of the Ministry of Energy, the Ministry of Economy, the Ministry of Development of Communities and Territories of Ukraine, the Ministry of Infrastructure, National Commission for State Regulation of Energy and Public Utilities, the State Energy Supervision Inspection of Ukraine, USAID, the Secretariat of the Energy Community, other authorities and organizations. Cooperation on the development of secondary legislation will also continue within the working subgroups.
