Developing alternative fuels production is extremely important for energy security and the economy of the country and communities

Strengthening bioenergy development should be a priority, especially considering the powerful agricultural sector of Ukraine. This was emphasized by the Head of the State Energy Efficiency Agency Anna Zamazeeva during her speech at the committee hearing jointly initiated by the Verkhovna Rada Committee on Energy and Housing and the Verkhovna Rada Committee on Agrarian and Land Policy.

She presented the vision of the State Energy Efficiency Agency, our achievements and planned initiatives in developing the production of alternative energy sources, in particular: biomethane, hydrogen, other synthetic gases and bioethanol.

The head drew special attention of participants to the need for further steps for the biomethane market development.

"Firstly, it is a substitution of imported natural gas. Secondly, ir is the possibility of exporting "green" gas to the European Union. Especially since Europe has chosen Ukraine as its strategic partner in this sphere and is potentially ready to import biomethane," the Head emphasized.

"The issue of unblocking the export of biomethane is critical. Because, if this direction is not supported, then, given the cost of biomethane, there will be few producers willing to generate it at all", she noted.

Anna Zamazeeva is convinced that this promising direction should be encouraged - it will give us advantages in the future. This is cluster economy development, additional jobs creation and one of the steps towards the decarbonization of the economy and the acceleration of European integration. At the same time, it will be necessary to work on the conditions for biomethane domestic market.

“We have already done a lot in creating conditions to develop production of alternative energy sources, such as biomethane. The State Energy Efficiency Agency of Ukraine was also an active participant in all processes: we participated in the creating relevant legislation, developed the procedure on biomethane register operation, and  we have been working towards its full launch in the near future”, she said.

Anna Zamazeeva also spoke about new initiatives within the recently created special fund for decarbonization and energy-efficient transformation: "We have already been developing a number of programs that will be aimed, among other things, at supporting the use of biofuel."

During the hearings, representatives of the State Energy Efficiency Agency also presented their position on draft laws that will promote the development of solid and liquid biofuel markets. Attention was also focused on the developed draft law with a proposal to amend Article 20 of the Law "On Heat Supply" and provide for the possibility of setting economically profitable tariffs for producers of heat from alternative types of fuel.
