International Cooperation

Currently Ukraine makes all necessary measures to establish international cooperation in the sectors of energy efficiency and renewable energy development. This is, fulfilment of obligations under Ukraine’s membership in the United Nations Economic Commission for Europe, Energy Community and under joining the Energy Charter treaty. With regard to tendencies of the world economy globalization Ukraine directs its activity first of all to gradual integration of Ukraine into European and transatlantic structures with purpose to enter the European economical space. The main tasks of this direction are first of all building partnership with the European Union.

At the same time, the Agency with the help of international financial organizations and international donors arranges development of the following financial mechanisms for attracting “green investments” and creating favorable investment climate in the country. Particularly, under implementation of provisions of the Memorandum on understanding in the fields of energy efficiency, renewable energy and alternate types of fuel between the State Agency on Energy Efficiency and Energy Saving of Ukraine and the Ministry of Foreign Affairs of the Republic of Finland, the Finnish party supported the initiative of creating the Trust Fund in Ukraine, which is being implemented through the Nordic Environment Finance Corporation (NEFCO). The main coordinator of this fund in Ukraine is the State Agency on Energy Efficiency and Energy Saving of Ukraine. The Agency promotes active representation of Ukraine on the international scene as a whole. Particularly, representatives of the State Agency on Energy Efficiency and Energy Saving of Ukraine take part in sessions of the numerous intergovernmental committees which are held in Ukraine and abroad as well.

In addition, the SAEE on behalf of the Parliament developed the Law of Ukraine «On accession of Ukraine to the Statute of the International Renewable Energy Agency «IRENA»           № 2222- VIII, which was adopted on 5th December 2017 by the Verkhovna Rada of Ukraine.  On 24th February 2018 Ukraine became full member of IRENA.

The Agency’s activity includes: preparing credit lines, signing and implementing of memorandums, sharing experience and promoting Ukraine’s positive image among foreign countries on implementation of policies in the sectors of energy efficiency and renewable energy.

With purpose to promote development of the sectors of energy efficiency and renewable energy in Ukraine, the State Agency on Energy Efficiency and Energy Saving of Ukraine prepared and signed the following agreements:

  • The Memorandum on cooperation in the sectors of energy efficiency, renewable energy and alternate types of fuel between the State Agency on Energy Efficiency and Energy Saving of Ukraine and the German Energy Agency;
  • The Memorandum on understanding in the sectors of energy efficiency and renewable energy between the State Agency on Energy Efficiency and Energy Saving of Ukraine the Austrian Energy Agency;
  • The Memorandum on cooperation in the sectors of energy efficiency, energy saving and renewable energy the State Agency on Energy Efficiency and Energy Saving of Ukraine and the Slovakian Innovational Energy Agency (СІЕА);
  • The Memorandum on understanding in the sectors of renewable energy and energy efficiency between the State Agency on Energy Efficiency and Energy Saving of Ukraine and The Ministry of Energy, Trade, Industry and Tourism of The Republic of Cyprus;
  • The Memorandum on understanding in the sectors of energy efficiency, renewable energy and alternate types of fuel between  the State Agency on Energy Efficiency and Energy Saving of Ukraine and the Ministry for Infrastructure of Slovenia;
  • The Memorandum on understanding in the sectors of energy efficiency, renewable energy and alternate types of fuel between the State Agency on Energy Efficiency and Energy Saving of Ukraine and the Ministry of Foreign Affairs of the Republic of Finland;
  • The Memorandum on understanding in the sectors of energy efficiency and renewable energy between the State Agency on Energy Efficiency and Energy Saving of Ukraine and the Danish Energy Agency;
  • The Memorandum on understanding in the sector of renewable energy the State Agency on Energy Efficiency and Energy Saving of Ukraine and the National Energy Administration of The People’s Republic of China;
  • The Memorandum on understanding in the sectors of energy efficiency, renewable energy and alternate types of fuel between the State Agency on Energy Efficiency and Energy Saving of Ukraine and Fund for Energy Efficiency of the Republic of Moldova;
  • The Memorandum on understanding the State Agency on Energy Efficiency and Energy Saving of Ukraine and the National Directorate of Energy and Geology of the Republic of Portugal in the spheres of energy efficiency, renewable energy and alternate types of fuel;
  • The Road Map of cooperation between governmental institutions and organizations of the Republic of Belarus and Ukraine in the sector of increasing energy efficiency and usage of fuel and energy resources in 2017-2020;
  • The Memorandum on understanding between the State Agency on Energy Efficiency and Energy Saving of Ukraine and the Ministry of Environment Security and Energy of the Republic of Croatia on cooperation in the sectors of energy efficiency, renewable energy and alternate types of fuel;
  • The Memorandum on understanding in the sectors of energy efficiency, renewable energy and alternate types of fuel between the State Agency on Energy Efficiency and Energy Saving of Ukraine and the Ministry of Energy and Industry of The United Arabian Emirates.
