Anna Zamazeeva outlined key steps for Ukraine's energy-efficient transformation and decarbonization for 2024

The Head of State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE) Anna Zamazeeva took part in a meeting with the Ministry of Recovery of Ukraine and heads of diplomatic missions and the public, during which she presented the key steps taken in 2023 and outlined plans for 2024.

"We have prioritized increasing energy efficiency, developing alternative fuel sectors and decarbonization. And in this work, we adhere to the course of European integration and recovery," said Anna Zamazeeva, drawing participants' attention to the main achievements of the Agency's team, including:

  • 14 prepared draft regulatory acts for the implementation of the Energy Efficiency Law;
  • 12 developed technical regulations on eco-design and energy labeling to implement the requirements of the Association Agreement between Ukraine and the EU;
  • The adopted Law of Ukraine on high efficiency cogeneration development and 6 developed bylaws for its implementation;
  • over 3300 introduced energy management systems in central and local authorities, institutions and state-owned enterprises, doubling the 2022 data;
  • monitored energy efficiency certificates for more than 3800 buildings and signed ESCO contracts totaling UAH 1.73 billion as of December 2023... These are just some of the key results.

"The main focus of our work has become decarbonization. This year, for the first time at the state level, thanks to our initiative, clear measures have been taken to implement decarbonization policy, and we have already got results," emphasized Anna Zamazeeva.

The Head of State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE) Anna Zamazeeva emphasized achievements such as:

• the established State Fund for Decarbonization and Energy Efficient Transformation, which will start operating from January 1, 2024, and will help Ukrainians implement the European principle "the polluter pays”;

• the developed unique multi-level and multi-component IT-tool - the Ukrainian National Decarbonization Platform - UANDP. The platform will have a range of functions: project collection and implementation (from technical solutions to financing), popularization and education, monitoring and verification of national goals, etc. "To facilitate public access to advanced technologies, we have already established partnerships with global leaders in this field. In close dialogue and partnership with the National Bank of Ukraine, we are working on a range of financial instruments (leasing, factoring, financing, etc.)," added Anna Zamazeeva.

• we have started establishing a network of regional decarbonization and energy efficiency offices. The first offices were opened in Dnipro and Kropyvnytskyi. Danish partners are also enthusiastic about this idea, as they plan to become part of such regional offices and help communities become energy efficient, as they do in Denmark.

• activated the development of alternative fuel usage: the first biomethane plant in Ukraine was opened, 125 MW biomass boilers with an investment volume of $25 million were put into operation, a series of legislative proposals were prepared...

"For 2024, we are preparing the most interesting projects for Ukrainians. Within the Decarbonization Fund and the UANDP platform, we have started developing state programs to support hundreds of thousands of families in thermal modernization of houses, to implement ESCO projects in thousands of public buildings, to modernize more than several hundred enterprises," said Anna Zamazeeva.

With such a clear vision, understanding of state priorities, implementing a systematic approach to work, focused on real results, the SAEE team continues its work and sets even more ambitious goals for the next year.
