Cooperation
Based primarily on the need to ensure national interests, Ukraine is taking the necessary measures to establish international cooperation in the areas of energy efficiency and renewable energy development. First of all, this includes fulfilment of obligations under Ukraine's membership in the United Nations Economic Commission for Europe, the Energy Community and accession to the Energy Charter Treaty. Given the globalisation trends in the world economy, Ukraine is primarily focused on the gradual integration of Ukraine into European and transatlantic structures with a view to joining the European economic area. The main tasks in this area include, first of all, establishing relations with the European Union.
At the same time, the State Agency on Energy Efficiency and Energy Saving of Ukraine, together with international financial organisations and international donors, is taking steps to develop appropriate financial mechanisms to attract green investments and create a favourable investment climate in the country. In particular, as part of cooperation with the United Nations Development Programme, financial assistance was received to replenish the State Fund for Decarbonisation and Energy Efficiency Transformation, established as part of a special fund of the State Budget of Ukraine.
SAEE promotes active representation of Ukraine in the international arena in general. In particular, representatives of SAEE take part in meetings of a number of intergovernmental mixed commissions held both in Ukraine and abroad.
In addition, the State Agency on Energy Efficiency and Energy Saving of Ukraine, on behalf of the Government, developed the Law of Ukraine ‘On Ukraine's Accession to the Charter of the International Renewable Energy Agency IRENA’ № 2222- VIII, which was adopted by the Verkhovna Rada of Ukraine on 5 December 2017. On 24 February 2018, Ukraine became a full member of IRENA.
The competence of the State Agency on Energy Efficiency and Energy Saving of Ukraine includes cooperation with IFIs and ITAs in providing technical, grant and concessional credit assistance in preparing the legislative framework and implementing investment projects, signing and implementing memoranda, sharing experience and promoting a positive image of Ukraine among foreign countries in implementing energy efficiency and renewable energy policies.
