New energy efficiency requirements for buildings have been introduced in Ukraine — the NZEB standard is now in effect!

As of April 1, new requirements for buildings with nearly zero energy consumption (nZEB) have officially come into force in Ukraine. This became possible thanks to Order No. 168 of the Ministry for Communities, Territories and Infrastructure Development dated February 6, 2025, which introduces new energy-efficient construction standards.

This step is not merely a technical update — it is part of a broader strategy for Ukraine’s energy independence and alignment with European standards. From now on, new (and renovated) buildings must significantly reduce energy consumption and partially or fully meet their energy needs through renewable sources.

What is nZEB and why is it important?

Nearly Zero Energy Buildings (nZEB) are:

  • modern, comfortable living spaces;

  • energy-saving, with strong thermal insulation;

  • equipped with innovative ventilation, heating, and lighting systems;

  • capable of producing their own energy through solar panels, heat pumps, etc.

For residents, this means significant savings on utility costs.
For the environment, it means fewer harmful emissions into the air.

Key requirements for nZEB buildings include:

  • A high energy efficiency class;

  • Minimal consumption of energy from non-renewable sources;

  • Mandatory use of green energy;

  • Quality insulation and airtightness;

  • Modern engineering systems.

Maria Malaia, First Deputy Head of the State Agency on Energy Efficiency, emphasized:

“The implementation of the nZEB standard is one of the most important steps on Ukraine’s path to energy independence. We are transitioning from outdated, energy-intensive practices to modern, smart construction, where resource conservation is a top priority.

Buildings that consume nearly zero energy are not a distant future — they are our present. It is precisely these kinds of projects that will set a new standard of quality in construction, one that the entire country will follow,”
