The State Agency on Energy Efficiency has officially launched the Biomethane Register — a state digital system for accounting, verification, and confirmation of the origin of renewable gas.

Hanna Zamazieieva: “In fact, thanks to this step, we are creating a fully-fledged biomethane market infrastructure, without which scaling, attracting investment, and international trade would have been impossible. From now on, a transparent and clear mechanism will operate in Ukraine that makes it possible to identify every cubic meter of biomethane produced, track its movement within the system, and confirm its renewable origin.”

The Biomethane Register is an information and communication system designed to register volumes of biomethane injected into and withdrawn from the gas transmission or gas distribution systems, account for liquefied and compressed biomethane, and generate, transfer, allocate, or cancel guarantees of origin and issue the relevant certificates.

In essence, it represents a full digital lifecycle for accounting of “green” gas — from production to final consumption or export.

Who are the users of the Register?

Biomethane producers — companies that produce gas and may sell it or use it for their own needs or energy generation.
Biomethane buyers — business entities, including end consumers, that purchase gas under contracts.
GTS or GDS operators — record the volumes of biomethane injected into and withdrawn from the system.
Authorized persons — representatives of the above participants.

As the Head of the State Agency on Energy Efficiency emphasized, the launch of the register opens opportunities for commercialization and export. Biomethane and its guarantees of origin become separate accounting and trading instruments. This allows Ukrainian producers to operate under rules close to European ones and creates a legal basis for the recognition of Ukrainian biomethane in EU markets, where trading “green” gas without guarantees of origin is practically impossible.

“For investors, this means predictability and protection of revenues, as biomethane accounting becomes verifiable and protected from double counting. For the state, it is a control instrument that reduces the risks of abuse and ‘green’ fraud and allows biomethane to be properly reflected in Ukraine’s energy balance and climate policy,” emphasized Hanna Zamazieieva.

The Register was developed in accordance with the requirements of European Directives promoting the use of energy from renewable sources (RED II and RED III) regarding the introduction of guarantees of origin for biogases, as well as in line with the Law of Ukraine “On Alternative Fuels” and the Resolution of the Cabinet of Ministers of Ukraine dated July 22, 2022, No. 823, which approves the procedure for its operation.

In 2025, Ukraine launched its first exports of biomethane to the European Union. The total volume of gaseous biomethane supplies exceeded approximately 11.2 million m³, marking the first large-scale export result for the market.

As of today, 7 biomethane plants operate in Ukraine with a total capacity of more than 110 million m³ of biomethane per year.

By mid-2025, four facilities connected to the gas infrastructure were operating with a combined capacity of about 41 million m³ per year, and this figure continued to grow gradually.

Key producers include:

  • MHP Group — one of the largest producers of biomethane and bio-LNG.

  • Vitagro Group — the first exporter of biomethane (≈3 million m³/year, Khmelnytskyi region).

  • Gals Agro — a plant in the Chernihiv region (≈3 million m³/year).

  • YM Liquid Gas (Yuzefo-Mykolayivskyi Biogas Plant) — production of liquefied biomethane from agricultural raw materials.

It was expected that with the launch of new projects, including the Teofipol Energy Company plant (≈56 million m³/year), total capacity by the end of 2025 could reach about 111 million m³ per year.

The launch of the Biomethane Register creates a full-fledged infrastructure for the “green” gas market in Ukraine. It ensures transparent accounting, opens the way for large-scale exports to the EU, increases the sector’s investment attractiveness, and strengthens state oversight. This is one of the key steps toward integrating Ukrainian bioenergy into the European energy space.

“The history of creating the register was full of challenges and obstacles, but ultimately our small team of developers from the State Agency on Energy Efficiency implemented this project on our own, without external assistance. During the design and implementation of the system, we applied international standards and best practices in cybersecurity, including recommendations from the U.S. agency — the National Institute of Standards and Technology (NIST). I am incredibly proud of the team led by my deputies Volodymyr Korotkov and Viktor Bilko,” concluded the Head of the State Agency on Energy Efficiency.
