New technical regulations on energy labeling and eco-design have entered into force in Ukraine

Starting from October 18, 2025, ten technical regulations have come into force in Ukraine, aimed at improving the energy efficiency of household appliances and harmonizing Ukrainian legislation with the requirements of the European Union.

From now on, manufacturers, importers, and suppliers of household appliances are required to comply with the provisions of these technical regulations. This applies both to product design — in line with eco-design principles — and to providing consumers with accurate information about the energy consumption levels of products.

These changes are intended to enhance the competitiveness of Ukrainian manufacturers, reduce household energy consumption, and promote environmentally conscious consumption. Below is a list of the technical regulations that have come into force and the key changes they introduce:

  1. Technical Regulation on eco-design requirements for household washing machines and washer-dryers establishes new minimum standards for energy efficiency, water consumption, and washing cycle duration. Manufacturers must ensure compliance with these standards already at the product design stage.

  2. Technical Regulation on eco-design requirements for light sources and separate control gear sets minimum requirements for the energy consumption of lamps and luminaires, service life, and disposal of lighting products.

  3. Technical Regulation on eco-design requirements for refrigeration appliances defines new standards for minimum energy efficiency levels, reduction of cold loss, sealing performance, and environmental safety of refrigerants. Products that do not meet these requirements cannot be placed on the market.

  4. Technical Regulation on eco-design requirements for household dishwashers specifies requirements for water and electricity consumption efficiency as well as “eco-wash” modes. The new rules encourage manufacturers to develop models with minimal environmental impact.

  5. Technical Regulation on eco-design requirements for electronic displays (including televisions, monitors, and other displays) requires devices to include automatic energy-saving modes, standby power limitations, and clear information about energy efficiency.

  6. Technical Regulation on energy labeling of refrigeration appliances requires each refrigerator to display an energy label indicating its energy efficiency class, annual energy consumption, noise level, and compartment volume.

  7. Technical Regulation on energy labeling of household dishwashers mandates that labels must include information on electricity and water consumption and operating noise levels, enabling consumers to easily compare different models.

  8. Technical Regulation on energy labeling of household washing machines and washer-dryers requires manufacturers to indicate the energy efficiency class, cycle duration, water and electricity consumption. Together with eco-design standards, this forms a unified system for assessing appliance efficiency.

  9. Technical Regulation on energy labeling of electronic displays introduces labeling that provides information on energy consumption in operating and standby modes, energy efficiency class, and screen size.

  10. Technical Regulation on energy labeling of light sources requires clear indication of service life and electricity consumption.

According to the updated standards, appliances are now labeled on an energy efficiency scale from A to G, replacing the previous “plus” system (A+++, A++, A+). The introduction of the new energy labeling system is an important step toward Ukraine’s integration into the EU single market. This labeling helps consumers choose energy-efficient products and motivates manufacturers to produce appliances that use less energy.

The State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE) continues to work on aligning Ukrainian legislation with EU requirements and provides effective informational and consulting support for both manufacturers and consumers.
