Biography
Serhii Kovalenko has over 20 years of professional experience, including more than 5 years in senior civil service positions.
He began his career in the private sector, working as a lawyer and holding leadership roles in law firms. He possesses extensive experience in legal practice and advocacy.
Throughout his career, he has built a robust practice in commercial, civil, corporate, and administrative law, while also gaining significant management experience in providing legal support for business operations.
In 2014, he entered the civil service. He has served at the National Commission for State Regulation of Financial Services Markets, the Ministry of Economy of Ukraine, and the State Regulatory Service of Ukraine.
Since 2023, he has been with the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE), where he served as Head of the Legal Department, ensuring comprehensive legal support for the SAEE's activities.
On April 22, 2026, by Order of the Cabinet of Ministers of Ukraine № 357-r, he was appointed Deputy Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine for Digital Development, Digital Transformations, and Digitization (CDTO).
Education:
Specialist in Law, Academy of Municipal Administration, 2005.
Fluent in Ukrainian and English.
Recognized for professional achievements with a Letter of Appreciation from the Prime Minister of Ukraine (2026).
