Mr. Bilko Victor

Viktor Valeriiovych Bilko has over 29 years of professional experience, more than 20 of which have been in public service. He began his career in the academic and educational field at the National Technical University of Ukraine “Kyiv Polytechnic Institute,” working his way up from laboratory assistant to junior research fellow.

In 2009, he entered public service, starting as a State Energy Saving Inspector. He later held senior positions at the National Commission for State Regulation in the Field of Communal Services and the National Energy and Utilities Regulatory Commission (NEURC). Since 2015, he has been part of the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE), where he served as Deputy Director of the Technical Regulation Department. Since 2022, he has held the position of Deputy Head of SAEE.

• Master of Public Administration, National Academy for Public Administration under the President of Ukraine, 2017

• Engineer in Automated Production Control Systems, National Technical University of Ukraine “Kyiv Polytechnic Institute,” 2001

For his diligent service, he has been awarded a letter of appreciation. He possesses deep expertise in the fields of energy saving, licensing, investment policy, technical regulation, energy auditing, and energy service contracting, among others.
