Mr. Bilko Victor

Viktor Bilko has over 29 years of professional experience, including more than 20 years in public service. He began his career in academia at the National Technical University of Ukraine “Kyiv Polytechnic Institute,” progressing from laboratory assistant to junior research fellow.

In 2009, he entered the civil service, starting as a State Energy Saving Inspector. He later held senior positions at the National Commission for State Regulation in the Field of Communal Services and the National Energy and Utilities Regulatory Commission (NEURC). Since 2015, he has been with the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE), where he served as Deputy Director of the Technical Regulation Department before being appointed Deputy Head of the SAEE in 2022.

Master of Public Administration, National Academy for Public Administration under the President of Ukraine, 2017.

Engineer in Automated Production Control Systems, National Technical University of Ukraine “Kyiv Polytechnic Institute,” 2001.

For his dedicated service, he has been awarded a Certificate of Appreciation. He possesses deep expertise in energy efficiency, licensing, investment policy, technical regulation, energy auditing, ESCO, among other areas.
