Collaboration between Local Governments, HOAs, Experts, Businesses, and Public Authorities Is an Opportunity to Unite Ideas and Experience for Developing New Energy Efficiency Solutions
Collaboration between local self-government bodies, homeowners associations (HOAs), experts, businesses, and public authorities presents a unique opportunity to bring together talented ideas and expertise to develop innovative energy-efficient solutions.
Andrii Shyyan, Head of the Energy Efficiency Development Department at the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE), participated as a speaker and expert at the “Building Energy Efficiency Hackathon” to work with participants on developing solutions for improving building energy efficiency in Ukraine.
“In wartime conditions, energy efficiency becomes a strategic issue for the state. Today, it's not only a technical challenge but also a key priority for strengthening Ukraine’s resilience and energy independence. SAEE, as the country’s lead energy manager, plays a pivotal role in coordinating efforts to implement effective solutions in energy management.
Events like this are an important step toward the joint development of ideas that can help us make Ukrainian buildings modern, safer, and more energy-efficient. And it’s especially important that we are discussing this in a hackathon format — an open dialogue, collaboration, and policy-making of a new generation,” emphasized Andrii Shyyan.
The main task for hackathon participants was to find answers to the most pressing energy efficiency questions, including:
How can Ukraine’s reconstruction be made energy-efficient?
How to ensure effective and comprehensive energy management?
How to attract investment for large-scale implementation of energy efficiency measures in buildings?
How to guarantee transparency, quality, and competition in the energy efficiency services market?
To effectively address these tasks, participants were divided into working groups by key topics. Each team focused on a specific area, involving experts from various sectors. This approach enabled new perspectives on the challenges and fostered innovative solutions.
In the end, participants, together with industry experts, presented their findings, discussed implementation pathways for the proposed ideas, conducted a Q&A session, and outlined further steps for coordinating actions and maintaining communication in the future.
Every participant and expert emphasized the importance of developing the energy efficiency sector as a critical area for ensuring energy security during wartime and for sustainable post-war recovery. Initiatives like this foster a shared vision and the implementation of solutions capable of transforming the way energy resources are managed.
The event was organized with the support of the Ministry for Communities and Territories Development of Ukraine, DiXi Group, and the project “Promotion of Energy Efficiency and Implementation of the EU Energy Efficiency Directive,” implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH with the support of the governments of Germany and Switzerland.
