Digital registries — the foundation of a transparent renewable energy market
The State Agency on Energy Efficiency and Energy Saving (SAEE) held a large-scale roundtable dedicated to the development of the biomethane market: “Digital registries — the foundation of a transparent renewable energy market.”
The focus was on discussing the creation and prospects for implementing the Biomethane Registry, developed by the SAEE team. This is an innovative digital tool designed to change approaches to accounting, certification, and circulation of biomethane in Ukraine.
Hanna Zamazieieva said: “SAEE developed and regularly updates the Procedure for maintaining the Biomethane Registry. Of course, there were challenges—primarily due to lack of funding. But we didn’t stop. In close cooperation with business, associations, and specialized bodies, we created technical specifications and requirements for the information and communication system ‘Biomethane Registry’ on our own. We plan to launch the registry in test mode by the end of summer,” emphasized the Head of SAEE.
Volodymyr Korotkov, Deputy Head of SAEE for digital development, digital transformation, and digitalization, presented the current status of the Biomethane Registry implementation and demonstrated its functioning in a test environment.
The strategic importance of the bioenergy sector was highlighted by the Minister of the Cabinet of Ministers of Ukraine, Oleh Nemchinov: “Ukraine has the potential to become a key supplier of renewable gases to the EU—especially biomethane and hydrogen. However, a full launch of the Biomethane Registry is necessary not only for organizing exports but also for protecting the economic interests of the state. I am confident that our Ukrainian registry will comply with all requirements of both European and Ukrainian legislation.”
The Digital Biomethane Registry will ensure transparency of processes, compliance with European standards, and pave the way for integration of Ukrainian biomethane into the EU internal market.
“We maintain ongoing dialogue with the European Commission regarding technical integration, signing the relevant agreement, and data exchange. We are working on a complex but extremely important task — international recognition of Ukrainian guarantees of origin for biomethane at the EU level. This is a political issue requiring delicate and persistent diplomacy. And we are already in the process.
I want to emphasize — the registry will only be launched when the market is ready. After all, we are all interested not just in launching an IT system, but in launching an effective mechanism that will deliver results,” added the Head of SAEE.
The Minister of Agrarian Policy and Food of Ukraine, Vitalii Koval, noted: “Ukraine has already created all the basic conditions for developing the biomethane sector. We adopted the necessary legislation, created the biomethane registry, and the guarantees of origin system. Biomethane is an efficient use of agricultural waste and by-products to create high value-added products. And, most importantly — it is energy independence for the country,” emphasized the Minister.
These statements demonstrate a clear government orientation towards European integration in the energy sector, focusing on green transformation and digitalization of energy processes.
Representatives of the legislative branch, government and European institutions, leading companies, and industry associations also joined the discussion. Key topics included:
- integration of the Ukrainian registry with the Union Database for Biofuels (UDB);
- building trust in Ukrainian biomethane among European traders;
- support for bioenergy enterprises under wartime conditions.
One of the key agreements was to establish a coordination headquarters on biomethane and bioethanol, including representatives from the Ministry of Energy of Ukraine, Ministry of Agrarian Policy and Food, SAEE, market actors, and the legislative branch. This will enable coordinated, rapid, and strategic progress.
The roundtable was not only a professional discussion but also a clear signal to the international community: Ukraine is systematically and consistently moving toward green transformation and digitalization with a focus on EU integration.
