The development of the Toolkit is aimed at ensuring the exemplary role of the public sector in achieving energy efficiency targets in line with European standards.
Currently, expenditures of the State Budget of Ukraine on energy carriers for central executive authorities amount to approximately UAH 24 billion per year. According to expert estimates, with the comprehensive implementation of energy efficiency measures in buildings of central executive authorities, the potential reduction of such expenditures may reach up to 50%. Therefore, improving the energy efficiency of public and state-owned buildings has been identified as one of the priority tasks in the Programme of Activities of the Cabinet of Ministers of Ukraine.
Improving the Condition of Ukraine’s Building Stock
The poor condition of Ukrainian buildings, caused by postponed investments in maintenance and repairs as well as significant damage from Russian attacks, significantly reduces their value. The poor condition of building envelopes leads to high heat losses, increased energy consumption, and higher greenhouse gas emissions. The building stock is the largest energy consumer in Ukraine, accounting for around 40% of total final energy consumption.
Inadequate maintenance of the building stock is economically inefficient in both the short and long term. Therefore, the development and implementation of a long-term renovation strategy aligned with the EU Energy Efficiency Directive (2012/27/EU) is crucial for both residential and public buildings. Implementing Energy Efficiency in Public Buildings
The Action Plan to Increase the Level of Energy Efficiency of Buildings of State Authorities for 2026 (Resolution No. 1104-r) was approved by the Cabinet of Ministers of Ukraine on October 8, 2025. The Plan reflects the government’s firm commitment and has dual strategic significance: modernization of the public sector and acceleration of Ukraine’s European integration.
The Plan sets out clear measures that state institutions must implement by November 2026.

The Energy Efficiency Toolkit is designed to support public institutions in improving energy efficiency and ensuring compliance with the Action Plan to increase the level of energy efficiency of buildings.
