Energy Managers Are Professionals Who Transform Communities and Shape Ukraine’s Energy-Efficient Future
To conclude Energy Efficiency Week 2025, held on December 1–5, a large-scale Energy Managers Forum took place. The forum featured professional discussions on investment instruments, state programs, and best practices in energy efficiency at the community level, and also honored the best professionals who work every day to make Ukrainian communities and enterprises more energy-efficient, resilient, and modernized.
“Today, an energy manager is not only a technical specialist. This is a critically important role that combines analytics, strategic planning, cooperation with communities and businesses, and the implementation of state energy efficiency policy. I am convinced that an energy manager is needed in every community and at every enterprise. At a time when saved energy is of exceptional value, this role becomes key,” emphasized Hanna Zamazeeva, Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine.
Despite the fact that tens of thousands of institutions already use energy data to make management decisions and save resources, the scope of work remains extremely large. Challenges are growing, while the role of the energy manager is still often underestimated.
Therefore, it is important to ensure that more and more highly qualified professionals emerge in communities. Training programs must be strengthened, partnerships with international organizations developed, and the profession promoted—especially among young people and women. The State Agency on Energy Efficiency will continue to actively support these processes.
During a panel discussion, Olesia Mishchenko, Chair of the Decarbonization Fund of Ukraine JSC, emphasized the broad opportunities the Fund provides for implementing energy efficiency and decarbonization projects.
Today, the Fund is actively shaping domestic demand for modern energy-saving solutions—from upgrading energy infrastructure to introducing innovative technologies and transitioning to clean and sustainable energy consumption models.
As part of the Forum, Hanna Zamazeeva, Head of the State Agency on Energy Efficiency, honored the winners of the “Innovator of the Year” nomination—professionals who implement modern technologies and propose unconventional solutions for the development of their communities.
The winners of the nomination were:
Artem Hanushchak, Deputy Mayor of the City of Rivne;
Pavlo Savechko, Head of the Energy Efficiency Sector of the Ternopil City Territorial Community;
Denys Medvediev, Head of the Department for Efficient Use of Natural Resources and Energy Management of the Mykolaiv City Territorial Community.
The national project “Energy Efficiency Week,” organized by the NGO “Business for Partnership,” has already become an annual platform that brings together the state, the professional community, businesses, and international partners. The project creates opportunities for sharing experience, building new partnerships, and identifying effective ways to reduce energy consumption and greenhouse gas emissions.
