#GGID2025: SAEE Outlines Priorities for Ukraine’s Green Industrial Transformation
Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE), Hanna Zamazieieva, took part in the Global Green Industrialization Dialogue (GGID) — a high-level initiative launched by the United Nations Industrial Development Organization (UNIDO). The event served as a major international platform for discussing a new industrial development model — one that is sustainable, inclusive, and climate-neutral.
Hanna Zamazieieva:
“Together with leaders from governments, businesses, financial institutions, academia, and civil society, we discussed how to make green industrialization a driver of economic growth. Four key pillars — financing, innovation, people, and supply chains — formed the basis of practical solution discussions.”
“Through such collaboration, we are not only shaping global principles but also jointly developing practical, measurable, and time-bound steps that will form the foundation of the Global Green Industrialization Pact (GGIP) and contribute to #COP30,” she noted.
The GGIP is expected to become the first institutional framework for coordinated cross-sectoral cooperation in industrial decarbonization, with clear priorities, monitoring tools, and global outcomes.
During the high-level roundtable titled "Fueling the Green Industrial Revolution: Mobilizing Capital at Scale", Hanna Zamazieieva presented Ukraine’s vision for green industrial transformation. She outlined key challenges related to the consequences of war, as well as investment opportunities in industrial decarbonization.
A particular focus was placed on the role of the Ukrainian Decarbonization Fund in incentivizing green investment and the importance of developing guarantee mechanisms to reduce investor risks and improve access to financing.
SAEE, as an intersectoral executive body, is ready to be a reliable partner in implementing joint industrial modernization projects.
“To make investment more attractive and reduce financial risks for businesses, we are working on guarantee mechanisms — particularly through partnerships with specialized institutions capable of partially covering risks and facilitating access to finance,” emphasized Hanna Zamazieieva.
In this context, cooperation with UNIDO is especially relevant. Back in 2020, under the UNIDO-GEF UKRIEE project, a Credit Guarantee Fund for industrial enterprises was established. Despite all the challenges, this initiative continues to demonstrate results and remains highly relevant today.
This experience proves that guarantees are a key financial tool in high-risk environments. That’s why SAEE seeks to deepen its collaboration with UNIDO, particularly through the Ukrainian Decarbonization Fund, Joint Stock Company.
The discussions also addressed the shortage of technical specialists caused by the war — due to mobilization, population displacement, and business migration. In such conditions, technical assistance, vocational training, and knowledge exchange are just as vital as financial resources.
The guarantee instruments being developed by SAEE in cooperation with international partners are aimed at minimizing investor risks and making green projects more appealing for businesses.
