SAEE Supports the Development of Communities’ Energy Capacity
The State Agency for Energy Efficiency and Energy Saving of Ukraine (SAEE) took part in a forum dedicated to a key topic for regional development — “Renewable Energy: Prospects for Prykarpattia.”
The focus of the event was on identifying effective pathways toward Ukraine’s energy independence, accelerating the deployment of renewable energy sources at the local level, and shaping a sustainable regional energy policy.
Among the participants were representatives of local governments, businesses, energy companies, civil society organizations, and industry experts. Olena Lenska, Head of the Department for Renewable Energy Development at SAEE, highlighted the new challenges facing Ukraine’s energy system in her speech:
“Russia’s full-scale aggression, which has deliberately targeted our energy infrastructure, presents new challenges. Ukrainian communities, businesses, and the central government are forced to find new solutions to ensure the resilience and independence of the energy system. In these circumstances, our priority is to develop a decentralized, resilient, and environmentally friendly energy sector,” emphasized Olena Lenska.
Participants discussed practical cases of implementing solar, wind, and bioenergy projects. A key theme was attracting investment, fostering cooperation between local communities and the private sector, and exploring financing opportunities for energy efficiency projects with the support of the Ukrainian Decarbonization Fund, a joint-stock company.
“Today, we recognize that returning to the previous model of centralized generation is not only impractical but also dangerous, as large energy facilities have become military targets. That is why the future lies in decentralized, sustainable energy — and we call on communities, local authorities, businesses, and civil society to join this transformation.
The Ukrainian Decarbonization Fund is our strategic partner in this mission: we offer financial support for projects aimed at reducing energy consumption, cutting emissions, and advancing sustainable development,” added Olena Lenska.
With active engagement from local communities and support from the state, Ukraine has the potential to become a leader in decentralized energy-efficient solutions.
The event clearly demonstrated that the development of renewable energy is not only essential for meeting climate goals — it is also a crucial factor in strengthening the country’s energy resilience during wartime and throughout the recovery process.
