The State Agency on Energy Efficiency Strengthens Strategic Partnership with Spain for Ukraine’s Energy-Efficient and Sustainable Reconstruction
Ukraine continues systematic cooperation with international partners. In this context, a working meeting took place between the Head of the State Agency on Energy Efficiency, Hanna Zamazieieva, together with First Deputy Head Mariia Mala and Deputy Head Viktor Bilko, and representatives of the Spanish Office for the Reconstruction of Ukraine led by Director General Clara Guzmán Zapater.
Today, the key focus of the Spanish Office’s activities is an in-depth analysis of Ukraine’s business environment, assessment of the investment climate, and development of mechanisms to reduce risks for Spanish companies that are ready to work in Ukraine even before the war ends. This includes creating practical tools that will allow foreign businesses to confidently enter the Ukrainian market and participate in reconstruction projects.
During the meeting, Hanna Zamazieieva presented the main areas of work of the State Agency on Energy Efficiency, including state support instruments and the opportunities offered by the Ukraine Decarbonization Fund to attract investment into energy efficiency and renewable energy projects.
“We outlined in detail the areas where cooperation with Spanish businesses can be most practical and productive in the near future. First of all, these include the implementation of solar energy projects, the development of cogeneration installations, conducting energy audits and energy certification, modernization of state and municipal buildings, and supporting Ukrainian enterprises in the transition to renewable energy sources. We are interested not only in investments, but also in the transfer of technologies, experience, and management solutions,” emphasized the Head of the State Agency on Energy Efficiency.
Special attention was also given to strengthening institutional cooperation. The Spanish side proposed establishing direct contact with IDAE — Spain’s leading expert center in energy efficiency, decarbonization, and regulatory policy. This involves launching experience-exchange programs, joint consultations on implementing European standards, and developing mechanisms to stimulate energy-efficient solutions.
Following the meeting, the parties agreed to provide the State Agency on Energy Efficiency with a portfolio of specific investment projects to be further shared with Spanish companies through the mechanisms of the Spanish Office. This will make it possible to move from strategic dialogue to the practical implementation of joint initiatives.
At the same time, the Spanish side will share contacts of companies specializing in emergency energy solutions, including mobile battery systems with solar panels. Such solutions are critically important for communities affected by shelling and will help strengthen local energy resilience and autonomy.
The State Agency on Energy Efficiency expresses gratitude to its Spanish partners for their openness, constructive dialogue, and readiness to move toward concrete solutions. Together, we are building the foundation for Ukraine’s reconstruction based on the principles of energy efficiency, innovation, and sustainable development.
