From January 1, 2023, the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE) has become a full-fledged observer in AIB - the European association of bodies issuing guarantees of energy origin.

Developing a single platform for energy guarantees of origin registers in Ukraine, the State Agency on Energy Efficiency and Energy Saving of Ukraine has been actively attracting EU experience and developing cooperation with European partners, including AIB.

The SAEE has established and maintains a constant dialogue with AIB - a well-known association of issuing bodies, which unites 34 competent bodies for issuing guarantees of energy origin from 27 EU countries. AIB operates a Hub where the majority of operations on the interstate transfer of guarantees of origin in the EU are carried out.

The association develops, uses and promotes a European, harmonised and standardised system of energy certification for all energy carriers: the European Energy Certificate System - "EECS". It ensures reliable circulation of guarantees of origin of various energy carriers, including between countries.

AIB's experience in the standardized circulation of guarantees of origin is of great value for the SAEE, as the authorized body for issuing guarantees of origin of biomethane and renewable power in Ukraine.

According to the agreement with AIB, since the beginning of this year, the Agency has received observer status. This decision was taken at the AIB board meeting: https://www.aib-net.org/facts/aib-member-countries-regions/aib-members .

Becoming an observer means joining the Gas Scheme Group and Electricity Scheme Group, being granted access to the closed-to-the-public parts of the AIB website and participating in all AIB activities without the right to vote in decision-making.

In the future, after the practical implementing guarantees of origin registers in Ukraine and the legislative amendments on guarantees of origin exchange with EU countries, the State Agency on Energy Efficiency and Energy Saving of Ukraine intends to obtain full membership of AIB and connect to the interstate European inter-registry hub AIB HUB.
