ReBuild Ukraine 2025: The State Agency on Energy Efficiency Strengthens International Cooperation
As part of Rebuild Ukraine, the Head of the State Agency on Energy Efficiency (SAEE), Anna Zamazeeva, held a series of productive meetings with partners from Switzerland, Germany, Denmark, and Norway. She also joined a discussion at the Solar & BESS Invest Forum UA — a platform where modern approaches and partnerships for the development of solar generation and energy storage systems in Ukraine are being shaped.
During the panel discussion, Hanna Zamazeeva emphasized the key challenges and priorities of Ukraine’s energy policy:
“Today, the enemy has damaged tens of thousands of our energy facilities. Due to constant strikes, electricity outages have unfortunately become a daily reality. Under such conditions, there is only one possible answer — decentralization of generation. Energy must be produced where it is needed: in communities, at enterprises, at critical infrastructure facilities, and even in every home.
That is why renewable energy is our unquestionable priority. Our mission is to create such financial and institutional conditions for businesses and communities so that these investments become profitable, fast, and scalable,” noted Hanna Zamazeeva.
One important tool for this was the updated procedure for using funds from the State Decarbonization and Energy Efficiency Transformation Fund. Now projects can receive funding for:
• the creation of solar power plants with energy storage systems,
• the optimization and modernization of already installed RES facilities to increase their efficiency.
Energy storage systems allow electricity to be stored during peak hours, support resilience during outages, and create real opportunities for energy autonomy for businesses and communities. Demand for such solutions is growing rapidly: the Ukraine Decarbonization Fund has already financed 8 storage systems with a capacity of 14.1 MW and 45 solar power plants with a total capacity of 27.3 MW. The desire to invest in one's own generation is significantly higher today than a year ago — and this trend will only intensify.
“The state must demonstrate leadership, not merely stimulate the market. That is why Ukraine is implementing a large-scale program for installing hybrid solar power plants and energy storage systems at central government facilities,” emphasized the Head of SAEE.
During the event, Hanna Zamazeeva highlighted the deepening cooperation between SAEE and UNIDO Ukraine and announced agreements to attract more than USD 1.25 million from UNIDO to finance energy efficiency projects, including initiatives aimed at deploying renewable energy sources. This opens up new opportunities for implementing modern technological solutions and strengthening Ukraine’s energy resilience.
