14 Solar Power Plants Commissioned Under the Government’s #EnergyIndependence Program

The first 14 solar power plants equipped with battery energy storage systems have been commissioned under the Government's Energy Independence program. Installed across eight regions of Ukraine, these solar facilities provide key public institutions with their own reliable backup power supply.

"This is the first stage of a large-scale initiative aimed at strengthening the resilience of critical infrastructure and reducing the dependence of public institutions on centralized power supply. All solar power plants are equipped with battery energy storage systems, enabling them not only to generate electricity but also to store it for later use," said Hanna Zamazieieva, Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine.

The program is being implemented by the State Agency on Energy Efficiency and Energy Saving of Ukraine in cooperation with the Ukraine Decarbonization Fund, financed through the State Decarbonization and Energy Efficiency Transformation Fund.

Solar power plants have been installed at 14 facilities operated by central executive authorities across Ukraine:

  • State Border Guard Service of Ukraine – 2 solar power plants (Lviv Region)

  • State Customs Service of Ukraine – 2 solar power plants (Lviv and Ivano-Frankivsk Regions)

  • National Police of Ukraine – 2 solar power plants (Volyn and Poltava Regions)

  • Ministry of Education and Science of Ukraine – 2 solar power plants (Dnipropetrovsk Region)

  • Shipping Administration of Ukraine – 1 solar power plant (Mykolaiv Region)

  • Ministry of Health of Ukraine – 1 solar power plant (Ivano-Frankivsk Region)

  • Ministry of Internal Affairs of Ukraine – 1 solar power plant (Ivano-Frankivsk Region)

  • State Property Fund of Ukraine – 1 solar power plant (Kyiv)

  • Ministry of Youth and Sports of Ukraine – 1 solar power plant (Kyiv)

  • Ministry for Communities and Territories Development of Ukraine – 1 solar power plant (Odesa Region)

The State Agency on Energy Efficiency and Energy Saving has received more than 1,700 applications from central executive authorities for the installation of solar power plants. Following the selection process, 1,551 facilities across Ukraine have been identified for the deployment of solar power plants with battery energy storage systems.

The program is expected to generate more than 56.7 thousand MWh of clean electricity annually, reduce CO₂ emissions by 23.8 thousand tonnes, and save more than UAH 535 million in public funds every year. These savings can be redirected to support Ukraine's defense, education, healthcare, and reconstruction efforts.

Each year, Ukraine's state and local public institutions spend more than UAH 90 billion on energy resources, including:

  • UAH 23.6 billion from the state budget;

  • UAH 67.8 billion from local budgets.

According to expert estimates, improving energy efficiency alongside expanding solar power generation in the public sector could reduce these expenditures by nearly UAH 535 million annually.

The Energy Independence program also supports Ukraine's commitments under its European integration agenda, particularly in line with EU Directive (EU) 2023/1791 on Energy Efficiency. The Directive envisions public buildings serving as a model for the energy transition and as a driving force for broader transformation.

The initiative represents a strategic step toward building a decentralized and resilient energy system. Every new solar installation strengthens the energy security of public institutions, reduces the risk of critical power outages, and brings Ukraine closer to a modern, autonomous energy infrastructure.
