A Series of Training Seminars for Specialists of Ukraine’s Regional Offices for Decarbonisation and Energy Efficiency Has Started
The State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE), together with the Danish Energy Agency (DEA), has launched a series of training seminars aimed at expanding the knowledge and skills of specialists from regional Offices for Decarbonisation and Energy Efficiency in Ukraine.
The first of eight planned seminars focused on Danish and Ukrainian experience in attracting financing for energy efficiency projects in communities. The event highlighted the development of a network of regional offices, strengthening their role in assisting communities in the areas of energy efficiency and decarbonisation, and sharing best European practices.
Opening the event, Volodymyr Korotkov, Deputy Head of SAEE for Digital Development, Digital Transformation, and Digitalisation, emphasized that energy efficiency and energy saving are now matters of national security for Ukraine:
“The development of distributed generation, the implementation of energy-efficient solutions, and the creation of resilient local energy ‘islands’ in the regions are not only technical tasks but also the foundation of a new energy strategy. The Offices for Decarbonisation being developed by SAEE should become centers of interaction between the state, business, and communities,”
said Volodymyr Korotkov.
He also stressed that Ukraine already enjoys strong support from international partners, particularly the Danish Energy Agency, which shares with Ukrainian specialists the best European practices in energy efficiency and decarbonisation.
Pernille Hagedorn-Rasmussen, Senior Advisor at the Danish Energy Agency, highlighted the strategic importance of cooperation between Denmark and Ukraine in the field of energy efficiency and decarbonisation:
“We see how crucial it is today to strengthen Ukraine’s energy resilience. Our partnership is an opportunity to exchange best practices, implement new solutions, and support Ukrainian regions in their transformation. I am confident that many fruitful meetings and new projects lie ahead.”
Danish experts presented to Ukrainian Offices for Decarbonisation and Energy Efficiency the best practices of municipal energy efficiency management — from modernizing public buildings to integrating renewable energy sources into local energy systems. The presented solutions have proven effective in Denmark and can serve as a model for scaling similar initiatives in Ukraine.
Specialists from the Ukrainian Decarbonisation Fund introduced participants to current areas of activity — from financing energy efficiency projects in the public sector to supporting initiatives for renewable energy development and industrial decarbonisation. They also presented funding opportunities for projects aimed at improving community energy efficiency, developing renewable energy, and reducing greenhouse gas emissions — an important step toward achieving Ukraine’s climate goals.
Currently, eight regional Offices for Decarbonisation and Energy Efficiency are operating across Ukraine, helping communities implement modern energy solutions, reduce CO₂ emissions, and strengthen local energy resilience. The seminar brought together representatives from various regions of Ukraine, including Dnipropetrovsk, Kirovohrad, Vinnytsia, Zhytomyr, Kharkiv, Rivne, Mykolaiv, and Odesa oblasts.
It should be noted that this initiative is implemented by SAEE in close cooperation with the Danish Energy Agency within the UDEPP Project. In the future, eight seminars are planned, covering topics such as municipal energy planning — its goals, practical implementation, and development prospects — as well as energy audits, strategies for introducing energy-efficient technologies, and the creation of catalogues of energy audits and modern technological solutions.
