Applications Now Open for Portable Charging Stations for Children with Disabilities of Subgroup A
Children with disabilities of subgroup A under the age of 18 will be provided with portable charging power stations financed by the State Decarbonization and Energy Efficiency Transformation Fund of Ukraine.
The initiative is being implemented by the State Agency on Energy Efficiency through the Joint Stock Company “Decarbonization Fund of Ukraine” in close cooperation with the Ministry of Social Policy of Ukraine, the Ministry of Energy of Ukraine, the Pension Fund of Ukraine, and JSC “Ukrposhta.”
The program is funded from the state budget through the State Decarbonization and Energy Efficiency Transformation Fund of Ukraine. JSC “Decarbonization Fund of Ukraine” will procure and transfer for delivery electricity storage and accumulation devices with an approximate capacity of up to 2 kWh each, intended to power and charge critically necessary electrical equipment.
Mandatory eligibility requirements for state assistance
Assistance may be received by a child who, on the date of application, is under 18 years old, has the status of a child with a disability of subgroup A, and resides in Ukraine.
A separate application must be submitted for each child.
Applications must be submitted by April 1, 2026.
Who may apply?
One of the parents of a child with a disability of subgroup A under 18;
A guardian of a child with a disability of subgroup A under 18;
A legal representative of a child with a disability of subgroup A under 18.
A legal representative may include an authorized representative of a family-type children’s home, foster family, institution for orphans and children deprived of parental care, a patronage caregiver, or a person whose family temporarily hosts a child officially recognized as lacking parental care and permanently residing in Ukraine.
How to receive assistance
Step 1
An eligible applicant must submit an application:
To the nearest service center of the Pension Fund of Ukraine in their region.
Additional details:
The application form will be provided on site.
A copy of the document confirming the child’s disability status (subgroup A, under 18) must be attached.
When submitting, the applicant must present an identity document (passport) and a document confirming the authority of the legal representative (if applicable).
Step 2
Territorial offices of the Pension Fund of Ukraine verify the recipient’s identity and the information provided.
Additional details:
If discrepancies are found with data in public electronic registers, the territorial Pension Fund office informs the recipient.
Step 3
Every Friday, the Pension Fund of Ukraine compiles a list of recipients of portable charging stations and submits the request to JSC “Decarbonization Fund of Ukraine.”
Step 4
JSC “Decarbonization Fund of Ukraine” transfers the verified recipient list and the charging stations to JSC “Ukrposhta” for delivery to families with children with disabilities of subgroup A.
Step 5
The recipient of state assistance receives the portable charging station at the Ukrposhta branch specified in the application.
