Distributed Generation — The Foundation of Energy-Independent Communities

20 September 2025

The current challenges in Ukraine’s energy sector clearly demonstrate: centralized models of energy supply no longer meet the demands of our time. In the face of wartime threats, infrastructure destruction, and the need for sustainable development, distributed generation takes on special significance — modern solutions that allow communities to independently provide themselves with heat and electricity.

Distributed generation is not just a technical solution. It is a comprehensive strategy that combines economic efficiency, energy security, and environmental sustainability. It gives communities the ability to:

  • reduce dependence on centralized networks;

  • lower energy resource costs;

  • ensure stability in critical situations;

  • cut CO₂ emissions and move toward climate goals.

By building energy-resilient communities today, we lay the foundation for Ukraine’s future independent energy sector.

At the forum “EnergoVyrok: Building Energy-Independent Communities”, the key topic was the implementation of distributed generation. Olena Lenska, Head of the Department for Alternative Energy Development, emphasized:

“Every community must have its own reliable source of energy. Distributed generation is a tool that allows critical infrastructure to be preserved even under the most difficult conditions.”

Olesia Mishchenko, Head of the Ukraine Decarbonization Fund, in her speech outlined in detail the opportunities to support communities, businesses, and municipalities. She stressed that the Fund not only finances distributed generation projects but also accompanies them at every stage — from idea to implementation.

Today, the Fund has already implemented 54 projects in 11 regions of Ukraine. These examples prove: distributed generation can become an effective solution to ensure stable energy supply even in the most challenging conditions.

The implemented cases cover various sectors — from hospitals to municipal facilities and private businesses. In each case, local energy sources helped reduce electricity and heating costs, improve energy efficiency, and ensure the uninterrupted operation of critical infrastructure.

This experience confirms: communities that implement distributed generation gain not only economic benefits but also strengthen their energy security and resilience in times of crisis. Such projects create a new development model — when local energy independence becomes the foundation for the country.

We are grateful to the event organizers, GIZ Ukraine and the Association of Small Cities of Ukraine. Your contribution is extremely important for achieving our common goal and fostering the development of energy-independent communities.
