Hanna Zamazeeva Presented New Financial Instruments to Strengthen the Energy Resilience of HOAs

As part of the 16th All-Ukrainian HOA Forum, the Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine, Hanna Zamazeeva, presented key financial instruments and modern solutions aimed at strengthening the energy resilience and increasing the autonomy of apartment buildings in the context of wartime threats.

In her speech, Hanna Zamazeeva emphasized the critical importance of implementing comprehensive energy-efficiency measures in the residential sector.

“In today’s challenging conditions, it is essential to actively introduce energy and thermal modernization measures in buildings. Insulation of walls and roofs, replacement of doors and windows, modernization of heating systems, hydro- and thermal insulation, installation of solar power plants with battery storage and heat pumps — all of this makes buildings more resilient to both the impacts of war and natural wear and tear. Most importantly, it allows households to save money and, in some cases, even produce their own energy, reducing the financial burden on families.”

The Head of the Agency placed special emphasis on the leasing of energy-efficient equipment provided by the Decarbonization Fund of Ukraine and the Energy Efficiency Fund — a mechanism that is currently available specifically for HOAs and makes it possible to introduce innovative technologies without significant upfront investments.

In the context of frequent power outages, the most relevant solutions are:

  • installation of solar power systems with energy storage;

  • implementation of heat pumps.

The main advantages of these technologies include:

Autonomy. Buildings gain the ability to store and use energy during emergency or scheduled power outages.
Savings. Heat pumps significantly reduce heating costs, while solar installations provide partial or even full energy independence.

The leasing program is designed so that HOAs can obtain modern technologies immediately, without waiting years to accumulate funds.

“An HOA pays only 15% of the equipment cost as an initial down payment. After that, the Decarbonization Fund purchases and transfers the equipment for use, while the remaining amount is repaid gradually according to an agreed schedule. This makes it possible to obtain the necessary technologies without major one-time expenditures,” explained Hanna Zamazeeva.

During the panel discussion, Oleh Tarasiuk, a member of the Management Board of JSC “Decarbonization Fund of Ukraine,” presented the operating mechanism of the program in detail and encouraged HOAs to actively take advantage of the new opportunities.

In conclusion, Hanna Zamazeeva emphasized the importance of integrating energy-efficiency principles not only into the everyday management of buildings, but also into the process of restoring housing damaged as a result of Russian aggression.

Such an approach will help create modern, reliable, and resilient buildings prepared for any challenges.
