Hanna Zamazieieva: “Energy Storage Systems and Balancing Capacities Are Crucial for Ukraine’s Energy Security”

Today, Ukraine’s energy resilience directly depends on the deployment of modern technologies, particularly energy storage systems (Energy Storage) and balancing capacities. This was emphasized by the Head of the State Agency on Energy Efficiency, Hanna Zamazieieva, during the X Business & Legal Energy Forum.

The Agency is actively working on developing this direction. One of the best examples is the implementation of the Cabinet of Ministers Resolution No. 761 of June 21, 2024, which provides state support for the installation of solar power plants and energy storage systems in the buildings of central executive authorities.

“Thanks to this, it will be possible to save more than UAH 500 million from the national budget annually. This is just one of the steps to reduce energy costs, which are enormous both for the state budget and for every Ukrainian household,” stressed Hanna Zamazieieva.

An important component is also the #UkraineFacility program, which envisages financial support from the EU amounting to €50 billion. One of the key conditions for receiving it is the implementation of the National Energy and Climate Action Plan until 2030.

The State Agency on Energy Efficiency is responsible for measures in two of its six areas: “Energy Efficiency” and “Decarbonization.” According to official data, significant progress has already been achieved:

  • in the field of energy efficiency, 57% of measures planned for 2023–2025 have been implemented;

  • in the field of decarbonization — 38%.

These steps contribute to the consistent implementation of the National Plan and the harmonization of Ukrainian legislation with European standards, in particular with Directive (EU) 2023/1791 on Energy Efficiency.

“It is precisely thanks to such programs as the energy modernization of central government buildings that we are consistently moving toward fulfilling the initiatives of the National Energy and Climate Plan until 2030,” noted Hanna Zamazieieva.

The introduction of energy storage systems and the development of balancing capacities is not only a strategic step toward fulfilling European commitments but also a practical response to the daily challenges faced by Ukrainians. It means more stable operation of critical infrastructure, new opportunities for business and community development.

Such solutions form the foundation of Ukraine’s energy independence and make it more resilient both today and in the future.
