How HOAs and Housing Cooperatives Can Receive Support for Energy Efficiency Projects
In May 2025, the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE), together with JSC "Ukrainian Decarbonization Fund" and the Energy Efficiency Fund, officially signed a memorandum of cooperation. This marked a new stage in supporting homeowners associations (HOAs) and housing cooperatives that seek to implement modern energy efficiency projects.
The cooperation focuses on the "GreenDIM" program, combined with state financial support through financial leasing mechanisms. This allows HOAs and cooperatives to implement projects involving the installation of energy-efficient equipment and technologies based on renewable energy sources, such as solar power plants and heat pumps.
How Does the Cooperation Mechanism Work?
Stage 1.
The HOA holds a general meeting and decides to participate in the "GreenDIM" program. The next step is energy certification of the building, which helps determine its current energy efficiency level.
Afterward, the HOA selects a partner bank and opens an account to receive state support. A complete application package and project description are submitted to the Energy Efficiency Fund.
Stage 2.
Once the application is approved by the Fund, the HOA submits documents to the JSC "Ukrainian Decarbonization Fund" to arrange state support. After reviewing the application and agreeing on the terms, a financial leasing agreement is signed, requiring an initial contribution of at least 15% of the equipment cost.
The equipment is purchased through the Decarbonization Fund mechanism and transferred to the HOA for use under the leasing terms. Monthly payments are made throughout the contract term, up to 7 years.
Stage 3.
After installation of the solar power plant or heat pump, a follow-up energy certification of the building is conducted to confirm the achieved results. The HOA then submits a second application to the Energy Efficiency Fund to receive a grant-based reimbursement.
The Energy Efficiency Fund covers 50% of the equipment cost, which is automatically applied as early repayment of part of the leasing obligations to the Decarbonization Fund. As a result, the monthly financial burden is significantly reduced, and payments are spread over up to 7 years.
