In Zhytomyr, Financial Support for Energy Efficiency Projects for Condominium Associations Was Discussed

In the context of ongoing shelling, infrastructure destruction, and disruptions to energy supply, it is critically important for Ukraine not only to restore its housing stock but also to systematically improve its energy efficiency and transition to renewable energy sources.

This was the focus of the workshop “Financial Support for Energy Efficiency Projects for Condominium Associations (HOAs)”, held in Zhytomyr with the support of the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE), the Zhytomyr City Council, and the Zhytomyr Office of Decarbonization and Energy Efficiency.

Head of SAEE Hanna Zamazieieva emphasized that an effective financial instrument—the Ukrainian Decarbonization Fund—has been established specifically to support energy efficiency and decarbonization projects, providing transparent, stable, and systematic financing for such initiatives.

The Fund provides state support in the form of loans and leasing for energy efficiency and decarbonization measures. These instruments are available not only to local authorities and businesses, but also to condominium associations (HOAs).

“About a month ago, the first financing agreement for an HOA in Lutsk was signed. This is the first loan within the cooperation between the Decarbonization Fund and the Energy Efficiency Fund under the Energodim program. The project includes insulation of external walls, waterproofing and thermal insulation of the roof and technical floor, as well as replacement of doors, including basement entrances and roof exits,” Hanna Zamazieieva noted.

Special attention was also paid to the reconstruction of damaged housing. Buildings that have suffered destruction as a result of hostile attacks must be restored with mandatory consideration of energy efficiency principles. This approach allows not only for faster restoration of the housing stock, but also ensures long-term comfort, safety, and resource savings for residents.

The total budget of this project amounts to UAH 12.7 million, of which:

  • 30% is a loan from the Decarbonization Fund;

  • 70% is the HOA’s own funds, which will later be reimbursed by the Energy Efficiency Fund.

According to energy auditors, the annual savings for residents will exceed UAH 682,000.

More details about the available financial instruments for HOAs were presented by Olesia Mishchenko, Head of JSC “Ukrainian Decarbonization Fund”:

“One of the most effective solutions for HOAs today is leasing of energy-efficient equipment. Currently, the Fund offers two leasing program options. Under the first one, the HOA pays an initial contribution, receives the equipment for use, and then gradually repays its cost.”

Last week, the Cabinet of Ministers of Ukraine adopted a decision to increase the authorized capital of the Energy Efficiency Fund by UAH 240 million. Thanks to this, in 2025 it is planned to finance 328 projects, including those implemented jointly with the Ukrainian Decarbonization Fund:

  • Energodim — UAH 124.8 million (up to 70% compensation of energy modernization costs);

  • GreenDIM — UAH 66.09 million (support for the installation of solar power plants and heat pumps).

We remind you that a regional Office of Decarbonization and Energy Efficiency operates in Zhytomyr. Representatives of HOAs can contact the office to receive consultations, practical assistance in project preparation, application submission, and explanations regarding available financing programs.
