Learning, Uniting, Transforming: Municipal Energy Management for the Energy-Efficient Development of the State

The team of the State Agency on Energy Efficiency continues its systematic work to enhance professional capacity in energy management and ensure the effective implementation of energy efficiency policy.

In cooperation with the project “Promoting Energy Efficiency and Implementation of the EU Energy Efficiency Directive in Ukraine,” implemented by GIZ Ukraine, and with the participation of the Ukrainian Decarbonization Fund, Joint Stock Company, and representatives of Decarbonization and Energy Efficiency Offices, the Agency conducted a training workshop:

“Municipal Energy Management for Central Executive Authorities.”

The First Deputy Head of the State Agency on Energy Efficiency, Maria Malaia, emphasized the importance of such initiatives:

*“Achieving national energy and climate goals requires coordinated action at all levels — from central government to local communities. The implementation of municipal energy management is not only about energy efficiency but also a foundation for the state’s sustainable energy policy.

Holding such training events is key to developing qualified personnel capable of implementing energy management, planning resource consumption, and making strategic decisions for sustainable national energy policy.”*

The event brought together specialists from central and local executive authorities, community representatives, state-owned companies, energy efficiency practitioners, and international experts.

The main goal:

To strengthen the capacity of public institutions in developing municipal energy management as a core element of energy security and local-level efficiency.

Key topics covered during the program:

  • Current state and future prospects of energy efficiency in Ukraine;
  • The role of technical regulation and implementation of the EU Directive;
  • Approaches to municipal energy planning;
  • Overcoming barriers in cooperation between central authorities and communities;
  • Practical aspects of building inventory and the use of energy data.

Thematic discussions, hands-on exercises, and expert-led dialogues helped form a comprehensive vision of the next steps needed to improve energy efficiency in managing public buildings.

Special focus was placed on strengthening cooperation between national and local levels, studying European best practices, and developing joint solutions for further implementation of sustainable energy practices.
