Mandatory submission of statistical and financial reporting has been reinstated in Ukraine

As of July 5, 2025, amendments to Paragraph 1 of the Law of Ukraine No. 2115-IX “On Protecting the Interests of Reporting Entities and Other Documents During Martial Law or a State of War” came into force.

From now on, enterprises, institutions, and organizations are once again required to submit state statistical and financial reports.

The reinstatement of mandatory reporting is an important step to ensure reliable data needed by the state, communities, businesses, and international partners. Comprehensive statistical information will make it possible to adopt well-grounded management decisions, fulfill international obligations, and shape effective policies for the country’s recovery.

For enterprises that did not submit reports during martial law, a three-month transition period has been set—until October 5, 2025. During this time, they may submit all missed reports without penalties.

Head of the State Statistics Service, Arsen Makarchuk, emphasized:
“The resumption of reporting is a strategically important step for Ukraine. It is not only about returning to the pre-war volume of data but also about laying the foundation for rebuilding the economy, the social sphere, and meeting European integration commitments.”
