In August 2025, several media outlets published articles alleging that Dmytro Honcharov, Director of Waste to Energy Niko LLC, is (or was) a subordinate of Hanna Zamazieieva, Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE).
Specifically:
On 21 August 2025, the website Korabeliv.Info (www.korabelov.info) published an article entitled “Searches at the Mykolaiv City Council: a ‘ghost’ company won a tender worth 1.25 billion” (link), and on 30 August 2025 another article entitled “Waste investor in Mykolaiv: instead of a sorting line – political games and a ‘toxic’ director” (link);
On 20 August 2025, the website Mykolaivska Pravda published an article entitled “A company with one employee won a billion-hryvnia tender in Mykolaiv” (link);
On 20 August 2025, the website Censor.net published an article entitled “A company with only one employee won a tender worth more than a billion hryvnias in Mykolaiv” (link).
The State Agency on Energy Efficiency and Energy Saving of Ukraine states that this information is false and does not correspond to reality.
Mr. Dmytro Honcharov has never been employed by SAEE and, accordingly, is not and has never been a subordinate of the Head of the Agency, Hanna Zamazieieva, or any other employee of SAEE.
Since July 2025, Mr. Honcharov has served as a senior expert at the Mykolaiv Regional Office of Decarbonisation and Energy Efficiency. The Regional Office of Decarbonisation and Energy Efficiency, according to its regulations, is an advisory and consultative body established to implement a Memorandum of Cooperation signed between the Mykolaiv Regional Council, the Mykolaiv Regional State (Military) Administration, the Mykolaiv City Council, and SAEE (link). Importantly, the Regional Office of Decarbonisation and Energy Efficiency is not a structural unit of SAEE.
SAEE regards the dissemination of such false information as a deliberate attempt to discredit the central executive authority and to undermine public trust, as well as the confidence of international organizations (including credit and financial institutions) and global producers of energy-efficient equipment in SAEE and its leadership.
