Rivne Region: New Energy-Efficient Projects and Infrastructure Modernization with the Support of the Ukrainian Decarbonization Fund

Head of the State Agency on Energy Efficiency Hanna Zamazeyeva, together with the Head of JSC Ukrainian Decarbonization Fund Olesia Mishchenko and Deputy Head of the Agency Viktor Bilko, visited Rivne region — a region actively implementing modern energy solutions to enhance resilience and energy independence.

“Just this year, the State Agency on Energy Efficiency certified five cogeneration units in Rivne region in compliance with EU standards, with a total electrical capacity of 4.7 MW and thermal capacity of 4.0 MW. To provide state support for the installation of solar power plants, 55 sites in the region with a combined capacity of 0.5 MW were selected. The program is being implemented in line with Article 5 of Directive (EU) 2023/1791 and Resolution No. 761 of the Cabinet of Ministers of Ukraine dated 21.06.2024, funded by JSC Ukrainian Decarbonization Fund,” emphasized Hanna Zamazeyeva.

These initiatives mark a step toward decentralizing clean energy production and strengthening Rivne region’s energy independence.

Together with regional leaders — Head of the Rivne Regional Military Administration Oleksandr Koval, Head of the Regional Council Andrii Karaush, and Secretary of the City Council Viktor Shakyrzyan — a working meeting was held to coordinate future actions and the work of the Rivne Office for Decarbonization and Energy Efficiency. The Office, launched last year, is already delivering tangible results:

  • 120 individual consultations provided;

  • A series of informational and training events held;

  • Improved awareness and practical skills for preparing and implementing energy projects;

  • Strengthened cooperation between local authorities and communities.

As part of local initiatives in the Rivne city territorial community, several solar power projects have been implemented with funding from local enterprises. The total installed capacity of solar power plants reached 1.29 MW, with inverter capacity of 1.1 MW.

Thanks to the installation of solar plants, inverters, and energy storage systems at enterprises and socially significant facilities, the city has significantly reduced grid electricity consumption, improved energy efficiency, and ensured greater energy autonomy.

Together with Andrii Karaush, Head of the Regional Council, Hanna Zamazeyeva also visited Rivneoblvodokanal — specifically, a water pumping station supplying the city’s northeast, home to around 100,000 people.

Here, work has begun on a joint project of JSC Ukrainian Decarbonization Fund and the European Bank for Reconstruction and Development (EBRD), with a total financing volume of about €35 million.

The project provides for the construction of new wastewater treatment facilities with a capacity of 60,000 m³/day (replacing outdated facilities operating since 1964), as well as technical upgrades of sewage pumping stations.

The new treatment facilities will reduce operating costs. Currently, the company pays around UAH 3 million monthly for wastewater pumping and UAH 5–7 million for treatment.

In addition, with a loan of UAH 24.8 million from JSC Ukrainian Decarbonization Fund, solar panels will be installed at wastewater treatment facilities and pumping stations, alongside equipment upgrades to improve enterprise energy efficiency.

All these projects are about people’s daily comfort: stable water supply, warm homes, lower energy bills, and a cleaner environment.

Rivne region demonstrates that through effective cooperation between government, business, communities, and international partners, real changes can be achieved that directly improve people’s lives.
