SAEE and EBRD Launch Strategic Cooperation for Ukraine’s Energy-Efficient Recovery

In Rome, on the eve of the annual Ukraine Recovery Conference (URC2025), an important event took place focused on Ukraine’s energy efficiency and energy independence. The event was co-organized by the State Agency on Energy Efficiency (SAEE) in partnership with the international company DGA Group – Albright Stonebridge Group. During the event, the Head of SAEE, Hanna Zamazieieva, and the Director for Infrastructure Europe at the European Bank for Reconstruction and Development (EBRD), Olena Hordieieva, signed a Memorandum of Cooperation.

“This is a vital step to ensure that international aid reaches those who need it most. Our partnership with the EBRD will establish long-term support mechanisms for regions and communities with limited resources. Priority will be given to small municipalities and areas affected by the war, with large numbers of internally displaced persons and urgent recovery needs,” — emphasized Hanna Zamazieieva.

As part of the partnership, SAEE and the EBRD have outlined three key cooperation areas:

Financing local projects
Joint support for regional and municipal initiatives in energy efficiency and renewable energy. This includes projects already under detailed development, with potential access to funding from the Ukrainian Decarbonization Fund — a significant contribution toward Ukraine’s European integration goals.

Creating long-term financing mechanisms
Development of financial instruments that will help ensure stable delivery of critical municipal services and strengthen local infrastructure resilience.

Institutional strengthening of the Ukrainian Decarbonization Fund (Joint-Stock Company)
The EBRD will provide technical assistance to enhance the Fund’s capacity — particularly in preparing, implementing, and monitoring projects in line with best international practices.

The EBRD has been a consistent supporter of Ukraine’s energy security. New projects are currently being developed to promote distributed generation and the use of renewable energy sources.

The EBRD remains one of Ukraine’s most active international financial partners. Since the start of the full-scale invasion, the EBRD has mobilized over €6.1 billion to support the country. Of this, €2.5 billion has been allocated directly to strengthening the resilience of critical infrastructure and the economy.

The SAEE–EBRD partnership aims to concentrate targeted resource support at the local level — where effective energy-saving solutions can deliver real, tangible results for communities and regions.
