SAEE, UGB Ukrgasbank, and Sense Bank Launch Joint Loan Subsidy Program for Green Projects!
The State Agency for Energy Efficiency and Energy Saving of Ukraine (SAEE), in cooperation with UGB Ukrgasbank and Sense Bank, has signed cooperation agreements launching a new loan subsidy program aimed at supporting the implementation of energy-efficient solutions, energy modernization, and the development of alternative energy.
The goal of the program is to stimulate the adoption of energy-efficient technologies and reduce CO₂ emissions across various sectors of the economy. The initiative is being implemented within the framework of the State Decarbonization and Energy Efficiency Transformation Fund.
Hanna Zamazieieva: “The program is implemented through the mechanism of voluntary energy efficiency agreements. This is a form of public-private partnership where businesses voluntarily commit to improving energy efficiency and reducing emissions, and in return, the state provides support — reducing loan interest rates, offering access to financing, and providing advisory assistance.”
“This mechanism has been successfully operating in the EU for over 40 years. The European experience demonstrates that ambitious climate goals can be achieved not only through strict regulations, but also through partnership, dialogue, and shared responsibility,”
emphasized the SAEE Head.
During the event, SAEE First Deputy Head Maria Malaia presented a clear and transparent cooperation algorithm for banks, designed to facilitate the efficient implementation of financial support mechanisms for energy efficiency projects within the State Fund for Decarbonization and Energy Efficiency Transformation.
“This new program offers access to cheaper loans that can be used for production modernization, replacing outdated equipment, installing solid fuel boilers, solar panels, energy management systems, and much more.
The state will compensate 12% of the loan interest rate, and for projects using Ukrainian-manufactured equipment, the subsidy will be 14%.
The maximum loan term is 10 years, with loan amounts of up to UAH 60 million for businesses and up to UAH 90 million for municipal enterprises,”
said Maria Malaia.
Rodion Morozov, Acting Chairman of the Board of Ukrgasbank, highlighted that cooperation with SAEE expands the bank's ability to support projects that strengthen energy efficiency and energy security for both businesses and communities. The program is an essential tool for reducing energy consumption, lowering CO₂ emissions, and supporting the sustainable transformation of the economy.
Andriy Sokolov, Member of the Management Board of Sense Bank, emphasized the importance of promoting energy efficiency initiatives:
“Supporting energy-efficient projects has always been, and remains, a top priority for Sense Bank.
Today’s agreement marks a new chapter in supporting businesses and brings us one step closer to achieving energy independence — not only for businesses, but for all of Ukraine,”
he said.
This initiative is yet another step toward reducing energy dependence, cutting CO₂ emissions, increasing the competitiveness of Ukrainian businesses, and promoting sustainable economic development.
