SAEE, Ukraine Decarbonization Fund, and Energy Efficiency Fund Join Forces to Support Energy Efficiency in HOAs and Housing Cooperatives

In response to the current energy challenges in Ukraine, the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE), the Ukraine Decarbonization Fund, and the Energy Efficiency Fund have launched a collaboration under the “GreenDIM” program to promote energy-efficient solutions for homeowners associations (HOAs) and housing cooperatives.

A key milestone was the signing of a tripartite memorandum of partnership during the event “Effective Mechanisms of State Financial Support for Energy Efficiency Measures for HOAs and Housing Cooperatives.” This document laid the foundation for joint programs aimed at supporting the implementation of modern technologies in the housing sector.

During the event, Hanna Zamazieieva, Head of SAEE, emphasized the significance of the initiative:

“We strongly support the introduction of technologies that not only reduce costs but fundamentally change the energy consumption model. The energy efficiency potential in HOAs and housing cooperatives is extremely high. Most of these buildings were constructed according to outdated standards and consume 2–3 times more energy than modern buildings. Energy efficiency measures can reduce heat losses by 30–50% and electricity costs by 20–40%. That’s real money that stays in residents’ pockets,” she stated.

As part of the partnership, a new financial mechanism was presented — the option to acquire energy-efficient equipment, including heat pumps and solar power stations, through financial leasing, followed by grant support to partially reimburse the cost. This approach simplifies access to modern technologies for HOAs and cooperatives, ensuring not only energy efficiency but also energy independence.

Yehor Farenyuk, Director of the Energy Efficiency Fund, added:

“This is more than just another support tool. It’s an investment in the future, in clean energy and the energy independence of our HOAs and the country as a whole. We’ve created a clear and transparent interaction process that will allow HOAs to easily join the program, obtain equipment, and access grants. We believe that together we can create successful projects that will serve as examples for others.”

In practice, an increasing number of HOAs are already implementing such solutions: installing solar panels that provide free lighting for stairwells, power for elevators and pumping equipment. During peak summer months, electricity savings can reach thousands of hryvnias per month, allowing those funds to be reinvested into further building modernization.

This significantly reduces reliance on unstable centralized power supply.

Olesia Mishchenko, Head of the Ukraine Decarbonization Fund, noted:

“This is the first but important step in supporting the residents of multi-apartment buildings. I’m confident this tool will work effectively, and we will gradually expand its implementation areas. The signing of the memorandum and the program launch demonstrate that state support in the form of grants and concessional financing is evolving and growing. Under the ‘GreenDIM’ program, we will create conditions for the rapid implementation of energy efficiency projects so that residents can quickly feel the benefits of these changes.”

Thanks to the synergy between expert knowledge and state support, this new tool will provide a powerful boost for large-scale modernization of the housing stock and will enhance Ukraine’s energy resilience.
