The Cabinet of Ministers of Ukraine has adopted a resolution introducing amendments to the Procedure for the Use of Funds of the State Decarbonization and Energy Efficiency Transformation Fund of Ukraine. The decision is aimed at protecting the lives and health of children with disabilities of subgroup A under the conditions of an emergency situation in the power system.
According to the amendments, in 2026 the Fund’s resources will be used to finance the purchase and delivery of portable charging stations with an approximate capacity of 2 kWh for children with disabilities of subgroup A. This concerns children whose daily functioning directly depends on uninterrupted power supply.
The decision was made in view of the large-scale destruction of energy infrastructure as a result of the armed aggression of the Russian Federation and prolonged electricity outages during the winter period of 2025–2026.
At the initiative of the State Agency on Energy Efficiency, the Cabinet of Ministers’ resolution expanded the list of areas financed by the Fund with a new anti-crisis measure — providing children with disabilities of subgroup A with portable charging stations. A clear procedure for granting state support has also been defined.
JSC “Decarbonization Fund of Ukraine” has been designated as the recipient of budget funds for the implementation of this program. The share of the Fund’s resources that may be directed to areas implemented through the Decarbonization Fund of Ukraine has been increased from 70% to 90% to enable оперативне financing of anti-crisis measures.
One of the parents or a legal representative of a child with a disability of subgroup A will be eligible to receive a portable charging station.
The Ministry of Social Policy, the Ministry of Energy, and the State Agency on Energy Efficiency, which jointly worked on the government-approved initiative, are convinced that the adopted decision will provide additional support for those who need special assistance and live every day under increased risk.
Applications may be submitted through territorial offices of the Pension Fund of Ukraine or via the Pension Fund’s web portal of electronic services (subject to technical availability).
The procurement of equipment will be carried out by JSC “Decarbonization Fund of Ukraine,” and delivery will be handled by JSC “Ukrposhta.”
