The Head of the State Agency on Energy Efficiency discussed new energy planning tools for communities with UN Environment Programme and Recover Ukraine

The Head of the State Agency on Energy Efficiency, Hanna Zamazieieva, held a meeting with representatives of the UN Environment Programme (UNEP) and Recover Ukraine, during which the parties discussed modern tools capable of significantly transforming approaches to energy planning in Ukrainian communities in the near future.

The Head of the UNEP Office in Kyiv, Pierre Carlo Sandei, presented the SolarCity Simulator web application — a digital tool for modeling the potential for installing rooftop solar power plants.

The key advantage of the application lies in its practicality: the user can select a specific building or area, after which the system automatically calculates potential electricity generation with a monthly breakdown. In addition to technical parameters, SolarCity Simulator provides a comprehensive financial analysis, including investment volume, projected revenues, payback periods, and the impact of government incentive mechanisms.

The tool also allows modeling of various financing scenarios — from installing a solar power plant for own needs to attracting an investor through a rooftop leasing mechanism.

The use of SolarCity Simulator opens new opportunities for transparent and efficient energy planning at the community level, contributing to the more active implementation of renewable energy sources in Ukraine.

The Head of the State Agency on Energy Efficiency emphasized that the potential of this tool in Ukraine can be significantly strengthened through cooperation with the Decarbonization Fund of Ukraine. The Fund provides financing for projects in the field of energy efficiency and decarbonization, including the installation of rooftop solar power plants with energy storage systems. Such synergy will make it possible not only to assess project potential but also to ensure their practical implementation.

In addition to economic indicators, SolarCity Simulator evaluates environmental and social impact — including CO₂ emissions reduction, the equivalent number of preserved trees, and the potential for creating “green” jobs.

The application is already used in many countries around the world and is currently being implemented in Ukraine. The first cities where it will be applied are Odesa, Rivne, Poltava, and Lutsk.

In the context of developing “green” jobs, UNEP representatives also presented a large-scale initiative aimed at veterans, with the potential to create up to 2 million jobs over the next five years. The State Agency on Energy Efficiency confirmed its readiness to cooperate in this area and is already implementing relevant initiatives through a network of regional decarbonization and energy efficiency offices.

Special attention was also given to the creation of a unified national database of projects in the field of energy and sustainable development. Such a platform will provide centralized access to information, reduce duplication of initiatives, and improve coordination between government bodies, communities, and international partners. The possibility of developing feasibility studies for socially important projects was also discussed.

The State Agency on Energy Efficiency expressed gratitude to its partners for their interest in implementing innovative solutions in Ukraine that combine economic efficiency with social responsibility.
