The State Agency on Energy Efficiency, together with GIZ Ukraine, Has Launched a Series of Training Sessions “Effective LEPs: Practical Training for Local Governments”
The goal is to help communities create, approve, and implement Local Energy Plans (LEPs) that define strategic directions for the energy development of their territories.
Important: According to the Law of Ukraine “On Energy Efficiency”, starting from January 1, 2026, the presence of an approved LEP will become a mandatory condition for receiving state funding for the implementation of energy efficiency measures.
LEPs are to be developed and approved by each territorial community — whether a village, settlement, or city council. Within ten working days after approval, the plan must be submitted to the regional state administration and the State Agency on Energy Efficiency.
Regional state administrations, in turn, must provide the Agency with consolidated information on the progress of LEP implementation within their regions.
The series of LEP development training sessions began on October 7–8, 2025, and will take place in two stages throughout October. The State Agency on Energy Efficiency has already sent official letters to all regional state administrations requesting them to involve community representatives in the training and to ensure the development, approval, and reporting on LEP implementation.
The training sessions are attended by energy managers, investment specialists, local development and housing sector experts, and other officials responsible for preparing and implementing local energy plans.
There are over 1,400 territorial communities in Ukraine, and each must develop its own energy plan. Communities should understand that the absence of an LEP means missed opportunities to attract financing, develop infrastructure, and improve the quality of life of their residents.
The State Agency on Energy Efficiency aims to make this process clear and accessible for communities. That is why our regional offices for decarbonization and energy efficiency are ready to provide consultations and practical recommendations at every stage of LEP development.
