Ukraine and Estonia Deepen Partnership in Clean Technologies, Green Energy, and Sustainable Recovery

06 May 2025

As part of the Ukrainian-Estonian Forum on Clean Technologies and Green Energy, Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE), Hanna Zamazieieva, presented to Estonian businesses the opportunities offered by the Decarbonization Fund of Ukraine — a unique financial instrument for sustainable recovery.

“One of the Fund’s key priorities is to build sustainable partnerships between energy-efficient equipment manufacturers and international stakeholders. Our goal is to equip communities with modern solutions precisely when they are most needed. We are open to cooperation not only with governments and donors, but also with private companies — whether as investors, suppliers, or strategic partners,” noted Hanna Zamazieieva.

To date, JSC “Decarbonization Fund of Ukraine” has already provided over UAH 303 million in financial support, enabling the implementation of 31 projects across various regions and sectors. The demand for innovative solutions continues to grow, presenting Estonian companies with a great opportunity to enter the Ukrainian market, gain visibility, and contribute to the large-scale transformation of the national energy sector.

Zamazieieva also emphasized that the Fund is actively introducing simple and transparent cooperation mechanisms, allowing anyone willing to join the recovery process in Ukraine.

“I invite Estonian manufacturers to take an active role in Ukraine’s recovery and energy transformation. We already have successful experience working with the Kingdom of Denmark, which proves the effectiveness of international partnerships in implementing sustainable solutions. I encourage Estonian companies to participate in transparent procurements, joint projects, and become reliable partners in building a new, resilient, and modern energy future for Ukraine,” she added.

The forum was attended by Andres Sutt, Minister of Climate of the Republic of Estonia, Svitlana Grynchuk, Deputy Minister of Environmental Protection and Natural Resources of Ukraine, Mykola Kolisnyk, Deputy Minister of Energy of Ukraine, Viktoriia Hryb, Head of the Subcommittee on Energy Security of the Verkhovna Rada of Ukraine, as well as representatives of governments, businesses, and expert communities from both countries.

The Estonian delegation included companies whose technologies are already reshaping the global energy landscape — from biochar to energy storage and retention systems.

Today, Estonia is recognized for its strong track record in implementing innovative energy efficiency solutions, while actively advancing green technologies and sustainable development strategies. By joining forces, Ukraine and Estonia are paving the way toward a stable and energy-independent future for both nations.
