Ukraine Decarbonization Fund and Basel Institute on Governance Join Forces to Strengthen Integrity and Prevent Corruption

 JSC "Ukraine Decarbonization Fund" and the Basel Institute on Governance have signed a Memorandum of Understanding (MoU) aimed at strengthening institutional mechanisms for corruption prevention and promoting the implementation of international best practices in integrity and good governance.

The Memorandum was signed by Olesia Mishchenko, Chair of the Management Board of JSC "Ukraine Decarbonization Fund"; Elisabeth Andersen, Executive Director of the Basel Institute on Governance; and Juhani Grossmann, Director of the Green Corruption Programme and Senior Advisor for Central and Eastern Europe.

The Memorandum provides for cooperation in the areas of corruption risk assessment, improvement of internal procedures, promotion of an integrity culture, capacity building for the Fund's employees, as well as the exchange of international expertise and participation in anti-corruption initiatives.

The implementation of these measures will enhance the Fund's transparency and accountability, strengthen the confidence of international partners, and ensure the effective management of resources allocated to financing energy efficiency and decarbonization projects.

The Basel Institute on Governance is an independent international centre of expertise dedicated to good governance and anti-corruption. It works with public and private sector partners around the world. The initiative is implemented by the Institute with the support of the Principality of Liechtenstein.

Importantly, this is not the first step toward strengthening institutional integrity in Ukraine's energy efficiency and decarbonization sector. Earlier, a similar Memorandum of Understanding was signed between the Basel Institute on Governance and the State Agency on Energy Efficiency and Energy Saving of Ukraine. This cooperation is aimed at introducing modern standards of good governance, improving corruption risk management, and ensuring greater transparency in the activities of public institutions and state-owned enterprises in the energy sector.

Establishing a unified system of integrity and accountability is fully aligned with Ukraine's corporate governance reform agenda, international ESG standards, and the requirements of international financial partners. It will also help strengthen the confidence of investors and donors in Ukrainian institutions while creating favourable conditions for attracting financing for energy efficiency, renewable energy, and decarbonization projects.
