Why is Energy Efficiency Important for Communities?
Energy efficiency is not just about saving resources. It is a strategic investment in sustainable development, security, and the well-being of every Ukrainian community. In times of full-scale war, when the energy infrastructure is under constant threat, the ability of communities to independently provide for their own energy needs becomes a matter of national security.
When buildings retain heat efficiently, street lighting consumes minimal electricity, and local boiler houses switch to alternative energy sources, the results are tangible. Local budget expenses decrease, resident comfort increases, and energy independence is strengthened.
During the 4th International Economic Forum “Smart City and Ecosystem,” Andrii Shiyan, Head of the Energy Efficiency Development Department at the State Energy Efficiency Agency, emphasized to community representatives the importance of a systematic approach to improving energy efficiency at the local level. According to him, Ukraine is already actively implementing modern tools that reduce energy consumption and enhance energy independence at the community level.
Yevhen Drobovych, a board member of the Decarbonization Fund of Ukraine, shared specific opportunities for implementing projects in the field of energy efficiency and decarbonization. The Fund currently offers preferential loans, leasing, and factoring for communities, businesses, and municipalities that seek to modernize their energy infrastructure.
The Fund has already provided 36 preferential loans to communities and enterprises implementing energy efficiency and decarbonization measures. This is a real opportunity for communities to upgrade their energy systems.
Particular attention was given to supporting homeowners' associations (OSBBs) and housing cooperatives. The “GreenDIM” initiative, combined with state financial support through the financial leasing mechanism of the Decarbonization Fund of Ukraine, will enable these associations to implement projects for installing energy-efficient equipment, as well as equipment powered by renewable energy sources such as solar power stations and heat pumps.
Energy efficiency is a resource that works every day. And it is communities that have the power to harness it—by implementing modern technologies, optimizing energy consumption, and fostering a responsible attitude toward resources among residents.
Today, effective energy management is a strategic investment in a community’s well-being, economic stability, and independent future.
