This idea became the central theme of the conference Ukraine Reimagined: Rebuilding Communities and Public Infrastructure, organized by EUEA / the European-Ukrainian Energy Agency.
During the panel discussion featuring the Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine, Hanna Zamazieieva, participants focused on how to build effective coordination among donors, state authorities, and territorial communities so that international and state assistance reaches its intended recipients—specific schools, hospitals, and communities that truly need it.
“Cooperation must be structured in a way that community residents have simple and clear access to support instruments, the state and partners have a clear understanding of real needs on the ground, and dialogue among all parties is open, transparent, and results-oriented.
During the panel, I presented a mechanism for such interaction that we are already implementing through the Ukrainian Decarbonization Fund,” Hanna Zamazieieva noted.
Applications to the Fund can be submitted by enterprises, local self-government bodies, and, more recently, by condominium associations (HOAs). If a community requires state support, a project proposal is prepared and submitted to the Fund in accordance with clearly defined rules that ensure equal and fair access for all applicants.
Each project undergoes an independent assessment based on transparent criteria of effectiveness and compliance with state priorities. This is followed by a full processing cycle—from technical expertise and financial analysis to energy audits and business model verification.
Thanks to this systematic approach, 62 projects have already been financed for a total amount of UAH 1.375 billion across 11 regions of Ukraine.
To support communities, Offices of Decarbonization and Energy Efficiency operate across Ukraine’s regions, where local representatives can receive consultations and practical assistance with document preparation and navigating all procedures required to attract financing.
These results have been made possible through cooperation with international partners and the support of the President of Ukraine, the Government, and Members of Parliament, who believed in the revolving mechanism of the Fund.
During the event, Hanna Zamazieieva expressed her gratitude to UNIDO Ukraine, UNDP Ukraine, GIZ Ukraine, and Danish partners for their consistent support of the Fund from the very beginning.
“High-quality reconstruction is not only about financial resources. It is about trust, transparent rules, and effective mechanisms that give every community the opportunity to be heard and to receive assistance precisely when it is most needed,” the Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine concluded.
